What the best and most economical software to synch video and audio? Premier or Final Cut Express 4 and why?

It definitely depends on exactly what you want from the editing software, and what you eventually may need.
I haven't used it yet because I don't have an iMac, but if I were you I'd go with Final Cut Express. I recommend it because FC is designed around the Mac and thus it's very efficient. You should also be able to sync audio and video easily, though it might take you a few minutes (just don't cut your clips into thousands, and you should be fine). FCE is also less expensive than Premier, and as I said, it runs very efficiently. Hope that helps!-MacWindows
