More than difficult to say.
What version of OS X? What version of Photo Booth?
Perhaps the timer is wrong, so did you playback the result to see the truth? Did you try another recording? Do you have other applications open that could be demanding resources? Do you have much disk space left?
Anyway, I don't use Photo Booth for recording video because it records a mirror image. I use iMovie instead which gets the picture correct and allows for simple editing and then exporting the way I want.
