Will Handbrake encode to 720P from a DVD ?
Will it crunch a normal DVD to 720P for widescreen playback or only 480?

    If you're asking:

Will it take a 480p movie and change it to 720p? NO

Will it take a full screen (4:3) format movie and make it wide screen (1.66:1, 1.85:1, etc.) format? STILL NO
