Convert clips to a specific file size?

I am trying to upload some videos onto YouTube but i know they have to be a specific file size, the clips I want to add from a recent home movie are really big file sizes (two clips at about 300mb each) is there any software out there that I can specify how big I want the file size to be when I compress the clips?
So if I wanted to make sure the clips were both 50mb, is there some software I can use that will allow me to specify the exact file size? Hope this makes sense, thanks in advace!

Basically you use the advanced export feature to fiddle with the video data rate. The lower the number the smaller the output file size.
