Can someone tell me how to take my camcorder tapes (original taping) and burn it onto dvd to give to someone so they can edit it themselves. I believe they will be using a PC. Thanks,

Use iMovie to import from the tape which will create .dv files. You or the PC person will likely have to convert to a similar AVI file.
The files sizes may be too large for a DVD, but Toast can span large files over multiple discs. At least for Macs. Check the specs for Windows compatibility.CameraTime - Time lapse photography for novice and advanced users.
