Is there an "anti-shake" effect or editing tool you can use in Final Cut Express? Or is that only in Final Cut Studio?

I know its in pro never looked in express but if they did have it it'd be under video filters>video>smooth cam

you will need a very powerful computer if you don't want to wait days for it to analyze a clip.

I looked on my copy of FCE and I found an option under video titled: "image stabilizer"

I think that is what you are looking for.

If FCE doesn't have that feature, I recall there is an inexpensive third party tool. Unfortunately I don't recall the product name. It has been mentioned in this forum so try searching.
