Will I be able to go from the US to Mexico and use wi-fi on my iPod Touch in Mexico?

Sure, as long as there are WiFi hot spots at wherever you're going to in Mexico. And if you're going there to live, you can contract with an ISP.

Well iPod Touch doesn't have the hardware to support cellular networks, so WiFi it is going to be. And WiFi, thankfully, is globally the same regardless of where you get it from..
