My 2nd generation 8GB iPod Touch is on it's last legs and wondering if I was to get a used 32GB 3rd generation would I be able to move all my purchased apps to it?

Yes you will be able to move them. It is very easy, just sync the Touch to your iTunes account and PC and you will be good to go.
