So, with the latest iOS update today, I thought I was going to be able to use homescreen wallpaper on my 2nd generation iPod touch. If you scroll all the way to the bottom of Apple's "iOS 4.2" info page, you'll see that the 2nd generation iPod touch has a picture with a homescreen wallpaper:

Apple - iOS 4.2 Software Update

is this a mistake? Getting wallpaper behind your apps still not available for me?

I can change the wallpaper of the locked screen fine, but I want to have a wallpaper behind my apps, like you can do with the iPad and iPhone. It looks like, from that website at least, you can do it on a 2g iPod touch, but when I go into settings and choose wallpaper it only sets for the lock screen!

Look at it again.
The 2nd Generation model does NOT show a wallpaper, the 3rd and 4th Generation models do. Your iPod can only have the default black background.

HP Pavillion G62; 2.10 GHZ, 4GB DDR3 Ram, 320GB HDD. 32GB Apple iPod Touch (4G). LG Gossip.

Apple made a Photoshop mistake here and put the default iPod touch 4th gen screen at the time of the iOS 4.2 release. It has since been fixed. Check out the OP's link.

 late 2009 MacBook - OS X 10.7.5
 early 2009 Mac mini - OS X 10.7.5
 4th gen iPod touch 32GB - iOS 6.0
 iPhone 4 8GB - iOS 6.0
