So apparently apple has decided that only the current generation ipod touch will be able to run Iphone os 4.0, doesn't anyone else find that curious? Could it really be that the previous generation can not run the os or is it a ploy to sell more current generation ipods considering the lack of new features from the old device?

Incorrect, the second generation iPod touch can also run 4.0, it simply won't have multitasking enabled since the hardware is undeniably slower. The same goes for the iPhone 3G (same hardware). The only devices that you can't install 4.0 on is the first gen iPhone and first gen iPod touch.
