I was wondering if an iPod touch only has internet capabilities around WiFi hotspots, or if you can access the internet anywhere, like a cellphone.

The iPod touch only has Wi-Fi, which means you can only use it when connected to a wireless network. It does not have a cellular chip that allows you to connect to the Internet without being in a wireless network.
