...can someone help me figure this out. everytime I enter my ip and :5010 it says that safari can't connect to the server... im confused!

My first guess would be that the port is blocked, but then you're giving almost no information whatsoever.

Are you doing this via wifi or EDGE? If the former, is it your wifi or someone else's? Can you access the service with some other machine?
