Is there anyway to make ringtones for the iphone since the availability on iTunes is very limited?

Depends on the fireware. If you have 1.1.1 = Not really. If you have 1.0.2; yes.

Not necessarily. Since you can now jailbreak the 1.1.1 firmware, you could SSH your way into the ringtones directory and throw your custom ringtones in.

Here is the guide: iPhone v1.1.1 Jailbreak & AppTapp Installation Guide

It's a little lengthy, so you might want to wait until a single step version becomes available.
