Okay... in america do you pay the 400 dollars and the contract bill, or do you pay the 400 dollars and use a pay as you go sim?

To my knowledge AT&T doesent offer a pay as you go SIM on these types of phones... its 400.00 plus Monthly plan...

macjuicy has it right, you pay $400 for the phone and then whatever plan you get. The minimum starting plan is $60 a month.
