Can't Send email with Road Runner on iPhone

I get "...the sender address was rejected by the server." It throws the email into the outbox.

Mac Specs: iMac i3 (mid-2010) + OS 10.9; TV 3; iPhone 5S; iPad 4

Early on with the iPhone, you couldn't set up Road Runner email to send unless you were connected by wi-fi on Road Runner service (i.e. at home, or where someone else had them). I did some digging and see that did change, but requires some custom settings. See below:
