So Tuesday night I managed to drop my phone in a sink. After drying it out in rice for roughly 30 hours, I attempted to turn it on with no luck. I then tried plugging it into my computer. The apple logo flashes for a few seconds, sputters out, and then flashes back again repeatedly. I'm wondering whether this is a good or a bad sign. Thank you for any answers!

Put it in a bucket of DampRid for a while (more than 30 hours). Mine came back to life after a few days and I have not had any issues since...

It is most likely fried but i have had good luck with my 4 by leaving it off and in the sun for a day. My 4 gets wet about once a month.

It can almost certainly be repaired. Do a google search. There is one outfit in New Hampshire I know of but for the life of me I can't find the name of it now.

The rice method is a known remedy to draw out moisture but unfortunately even when dried out the water will have oxidised the internal board which is likely to cause more issues down the line.

You may find it a fruitless avenue.

sometimes its just best to let it go to Apple Heaven.
