Iphone 4S prepaid will i still be able to use internet over wifi for free?

U heard you won't be able to use the internet on a prepaid iPhone 4s unless you pay for the data?
Can't I still use it over a wifi network for free?

Here in the US when you activate an iPhone with a carrier you must subscribe to a data plan. Where are you located?

Don't know where you got that information, but it's incorrect.

All iPhones -- locked, unlocked, on a plan, not on a plan, even ones with no SIM card at all -- can use Wi-Fi.

We have insane roaming charges in U.S. (phone is on a Canadian plan).

Once we hit hotel or WI-FI hotspot, we connect.

You can of course use wifi on it. You could even do it without a simcard in the phone.
