voice control comes up instead of siri

earlier today i picked up an iphone 4s and everything seemed to be working great. then i tried to bring up siri, i held down the home button it beeped twice and then voice control came up like on my 3gs instead of siri. has anybody else had this issue? is there a setting that i need to change or something?

Siri isn't activated by default.

You need to activate it in settings.

There is an option in pass code settings to turn it off on the lock screen if you don't it can be used when your phone is locked.
