My iphone says I have 8gigs of photos on it. I dont have 8 gigs of photos anywhere. On my mac its 5 gigs and on my ipad its 1.75 gig. I went through my photos and I don't think there are any duplicates. What is wrong?

Did you sync your iPhone to all of your photos on your Mac? Maybe you have 5GB from the Mac and another 3GB from photos taken on your iPhone? Don't know what to tell ya. If you want to clear it off and start again you could do a reset/restore in iTunes then put everything back on your iPhone and see if that gives you more control of what is on there.
