I have noticed that a number of people have experienced problems with OS 4. Is there a way to download an earlier version of the OS for iPhones without using a data plan (internet access) or wi-fi since I have no OS system on it currently and it's not activated.

The iOS update/installation happens from within iTunes on your PC/Mac..not on your iPhone itself..

Something like Downgrade iPhone 3G & 3GS From iOS 4 To 3.1.2 will guide you through the process..

Regards

I don't have OS 4 on it now so I wouldn't be downgrading. I just want to be able to load the 3.0 version onto a non-activated iPhone 3G. Any suggestions for first time download onto the phone.
