There aren't more chips in the 16GB version, they're just denser. However, the increase in weight is minuscule (fractions of an ounce), you won't be able to tell the difference.

But however I would advice you to go as per your requirement. As paying higher for higher capacity is stupidity if you wont able to use it at full. |

Must not be much (if any) of a difference since Apple lists only one weight which is 4.7 ounces (133 grams). Size is also only listed once.
