IPAD to TV wireless issue help

I want to watch BBC iplayer etc via my ipad on to my TV. I have the first IPAD and BBCiplayer works well via VPN.
Problem is the internet does not reach down in to the basement where TV is. Tried a booster didn't work, don't want to pay for an extra internet modem connection with Charter. Also the distance is too far to run a cable.
How else can I get wifi/internet in to basemnet? I heard about the power socket devices that send the internet through the power and then via ethernet into a device, but can I connect to ipad?
Or I thought to get Apple TV, can this be connected to these devices and then stream the tv shows from apple TV to TV?
Any other ideas
