You can only delete pictures that were taken on the iPad and saved to the camera roll. If you sycn'ed a folder through iTunes to your iPad, you'll have to delete the file in the folder and the next time you sync, those pictures will be removed from the iPad as well..
This confused me initially since I've only ever taken pictures on my iPhone and always had the trash can icon, but on my iPad I ended up sync'ing some pictures for my wife and when she wanted them off, I spent a a little while trying to figure out how..
