Thinking of getting an ipad soon and I was wondering if I can sync both the ipad and my touch to the same library ? How does it work ?

Yes you can. It works just by plugging it in and using the same iTunes account.

You can decide what content goes on which device using the tabs when each device is connected and playlists for music.
