I have a US iPad and UK iPod touches. There are a couple of apps that should connect the devices, scrabble and ping pong. Neither connects even with wifi off and Bluetooth on. Are the US and UK models compatible for connecting via Bluetooth?

Bluetooth is the same whether it's used on a US iPad or UK iPod Touch. What exactly are you trying to do between them?

It sounds like you're trying to play Scrabble or Ping Pong between the two units using on line multi-player format. Is that correct?

Regards.
