Photo Stream photos, half of them are Greyed out ?

Hi All, on my MacBookPro and my wifes iPad all the 966 Photos in my Photo Stream are ALL present and correct.

However on my iPhone 4S with iOS7, the first HALF are all missing, there is just a greyed out square with JPG in the middle of all of the empty ones ?

Very strange, how can i get the missing pictures back please ?
