Safari is an app, it's not a worldwide service, the internet is.
So if you're referring to the internet being down... check your modem/router and if necessary, reset it.
Restarting your Mac also helps from time to time.

If you have no internet connection, it's not likely the rest of the world is experiencing
the same thing simultaneously.

Thanks, my Internet and google was working at that time and Safari just kept on timing out.

As noted above - an app doesn't go down for an hour - that would be your internet connection or the site you are visiting.

Safari on the iPad - like on the iPhone - opens to the same page you last visited - that particular site was probably down for maintenance or something - which would cause it to time out trying to connect to their server.

Would guess you never tried going to some other page on the web and just kept waiting for it to load.
