app store tries to DL apps i didn't want

Mac Specs: MacBook 13" (Late 2008) 2GHz Intel, 6GB RAM, 500GB HD, OS X 10.9

sometimes when i DL an app, a message pops up saying "this app can't be downloaded." and it always says it about an app that i have downloaded in the past and have since deleted. why this that message pop up?
