Is there a way I control an iPad from a PC or at least share the screen?

Nope. Well perhaps there are tools for it with jailbreaking, but otherwise no.

what about from another iOS or mac? What about just screen share without control?

so i found this option: https://secure.logmeinrescue.com/HelpDesk/Home.aspx

which does what I am looking for, but will set me back $1956/yr

I am looking for a cheaper option
