Assuming you're referring to an iPod Touch, has he tried resetting the iPod from iTunes?

No, these apps are not on my intunes. They are on another computer I do not have access too any more, is it just copy down the apps we want and do a full restore.

Try a power off and back on first.

The try a reset - hold the home button and the power button simultaneously until you see the apple logo on the screen - can take 20-30 seconds. This does not affect anything on the iPod.

You can redownload the apps on any computer. You just need to log into your iTunes account and then download away, you wont get charged twice.
