Hi!

In the new 4.3 update it is said that if you have media on a network at home, then you can stream and play that media directly from iPad or iPhone without having to sync.

How do I do this?

If you're media isn't in iTunes then maybe consider StreamToMe or Zumocast. I've used StreamToMe since it's release and it's worked flawlessly.
