Failure to configure APN in IOS 4.0.2

I recently bough iphone4 (4.0.2) i m using in it in Tanzania with Airtel, i want to configure internet through my Subscriber, i have downloaded Iphone configuration utility (http://support.apple.com/kb/DL926)and follow all the steps to configure APN, but still not working kindly help
