Iphone verifying payment info?

Ive had my iphone for about 2 months now and I still cant seem to verify my payment info off the app store for downloads..when i go to download something a message pops up : Verification required Before you can make purchases you must tap continue to sign in, then verify your payment info.
after it sais : edit your payment information
Your account has been accessed from a new computer or device, and you must verify your payment info before you can make purchases. for more information go here. then when i click there..its only a blank screen?.. any help?

You have to access it from your computer and verify your CC (they want the 3 digit number off the back).
