calls on iPad

Guys,

I have been searching the past few days on ways to make calls on the iPad via the WiFi. I am always seeing about Google Voice (which I have) but in Gmail it won't load. I believe this is because iPad's cannot play flash. Is there a way around this, or possibly an alternative? (I'm new to iPad)
