How long does Apple need to approve new iPhone apps?

I am waiting to update an iPod Touch app which supposedly has been uploaded in Apple Store three weeks ago. Why is Apple taking so long to make it available to users? Now with iPad apps going through the same process (iTune), the inefficiency of the process is becoming apparent.

When we submitted our first app, DataVault Password Manager, it took about 3 weeks. When we submitted an updated version with enhancements for iPad (iTunes link) it only took about 4 days.
