help carnt change ipod 1.1.2to 1.1.1

i having truble with my ipod 16gb

i have a windose xp comp and itunes 8 when i syn my ipod to my comp go to restor and thenshift click restor i pick 1.1.1 firmware but when i do this it comes up with error 1403 and wont let me restor it only let me restor back to 1.1.2
