RTE issue in 10.5

Hi,
my application needs RTE with minimum requirement of JRE1.4. In Mac 10.5 when i create limited user with simple finder, i dont see the name of my RTE which is "RuntimeEnv". Also with limited/standard user the application is not opening. i fail to understand the reason why its happening. any clue?
