Ownership on Folders

Often the ownership of folders on my Xserve change from the Admin to the user who worked on it last. When that happens, nobody can change the files in that folder b/c they are busy or in use. I have to go to the server, authenticate as the admin and move the bad files out. Then the users can save their work. I've tried everything I can with the permissions but nothing works. My Mac consultant basically told me that this just happens and you have to do what I am doing. Anybody have any ideas?
