Disableing Airport Extreem

Greetings,

I was wondering if there is anyway to disable the airport card in my iBook. I am running OS X version 10.4 and would ideally like to disable its function for all users. However, if there is a way to disable it as an administrator for the other user then that would work too. Thanks for you help!
