Can't connect to modem if booting from second HD

Hi all,
So I have a G4 Quicksilver that has OSX 10.1 on it. The internal HD I put in there has 10.3 on it and I would rather boot from that.
It runs fine but does not see the modem. Booting from the 10.1 HD it comes right up but not with the 10.3 one. ANy toughts?
