Safari cannot connect to internet but Skype can

My friend is having a problem and is in Switzerland right now.
She is communicating to me via skype but cannot access any web page using safari. There was only one other thread on this with no solution.

Can she use another browser ?? Is this just related to safari or any browser?? If the temp answer is she cant load another browser send her a download via SKYPE to see if it works then send problem email to safari.. Thats only a temporary fix if it works but would be interested to know what all she cannot do
