Secure Padlock Symbol Missing on Wireless Network List - Help!

This is likely a simple fix, but a friend's Macbook is not displaying the little secure "padlock" symbol in his list of wireless networks. As such, he cannot tell which wireless networks are secure and require a password, and which are open and unsecured.

How might we correct this and get those little padlocks to show up?
