A banner program?

I need a free art program that CAN make banners. I need it. it makes me feel like a jerk

Gimp is free. Google that.
Also, there have been dozens of topics like this before. A quick search here, or even browsing through the first couple of pages here would have uncovered at least one of them.

Make versiontracker.com and macupdates.com your friend. Those places are your best bets for finding any kind of mac software you need, either for free or at a reasonable price.
