I need some help. I am trying to finish designing my coat of arms. I need a program, that lets me, fill in colours,add lines, and do delicate erasing.I have been doing this projected for a year now, and simply cant finish it, with out a good program, witch I just cant find.

Can any one help me?

GIMP would be your best bet, it's very similar to Photoshop, and it's free.

Also, check out SeaShoreSeaShore if you want something like MS Paint. It's based off GIMP as well.
