iLife itself is just the name for a bundle of apps: iTunes, iPhoto, iWeb, iDVD, iMovie and GarageBand.
You'll want iPhoto. While iPhoto has a retouch facility that will let you achieve what you seek to do, I can't say for sure that the result will be satisfactory. But just this little reason should cost you 79 bucks on iLife if you don't need the rest. You cannot purchase an iLife App seperately. cheers.
