Can I go in to a picture and change things with this software. I want to be able to go in and take out like my wifes stretch marks on her stomach for her pregnancy picture. Something like that. I'm looking for something not too expensive.

iLife itself is just the name for a bundle of apps: iTunes, iPhoto, iWeb, iDVD, iMovie and GarageBand.

You'll want iPhoto. While iPhoto has a retouch facility that will let you achieve what you seek to do, I can't say for sure that the result will be satisfactory.
But just this little reason should cost you 79 bucks on iLife if you don't need the rest.

You cannot purchase an iLife App seperately.
