I just did it on my and I used 3 photos to make a HDR photograph and after it goes through the process of merging them it shows the adjustment sliders on the right side and a "OK" and "Cancel" button on the bottom right. After I made the adjustments and clicked "OK" it turns the 3 photos into 1 and put it on a regular layer. Where exactly are you having a issue? btw I have Lion and CS5.
