Preview handles TIFF files just fine. Are you getting an error when you try to open it? What is the error message?

when i'm trying to run the file with finder, as soon as i mark it, it gives me an error message that preview quit unexpectedly...
is there any difference between tif and tiff, or the fact it written with capital letters, because it runs files with TIF extensions.
anyway how can i change the extension without it crashes down?

if you want to convert it to pdf, open it then select print, then select the PDF drop down, then click Save PDF....

can't you right click, "get info", and change the extension? i used to do that on my old PC all the time, but it's never come up since owning a mac.
