Help! How would you create something like this??? (pic included)

here is the original image:




here is what they turned it into:





do you think they actually painted over the image took stills and did a time lapse?

or is this achievable via the computer on photoshop as well? im thinking it can be done on photoshop too but how many frames do you think i would need to create something seamless?

The gif contains 4 frames. It looks like they painted over the image and took a picture each time because the trash in the foreground moves in every frame.

I think there's some iPhone app, that lets you convert your photos into a giff like this. Shall drop in a note when i recall
