Help which graphic program is best for?

Im looking to create a client process which will be graphical, but will need to have 20-30 words in each element, I have looked at smart art in office but think it looks a bit tacky

Has anyone got any suggestions of programs which are best suited

Inkscape is a free drawing app that could do that

Inkscape. Draw Freely.

Or if its more a a business diagram tool you want
