Software for Rotating Images

Hi,
Can anyone suggest any free image/design/paint software that's available that allows for free rotation of an image? By free rotation, incase I'm making terms up, I mean the ability to rotate to any degree I want, not 90 degrees at a time.

Acorn or Pixelmator will do the trick if you're looking for something a bit more usable than Gimp. Acorn has a free and a pay version, and Pixelmator's only 60 bucks.
